In 1991, Garland and Freddy Howell, assistant chief of the Waycross Fire Department, formed the Georgia Firefighters Clown Society in Forsyth, Georgia.

Garland scheduled his vacations every year to coincide with Camp Oo-U-La, a weeklong summer camp that the Georgia Firefighters Burn Foundation holds for children who have suffered serious burn injuries.
